NJABC Bob
Feller / MICKEY MANTLE LEAGUE 2007
The
following set of rules will apply to all NJABC Mickey Mantle and Bob Feller Teams.
1. Team
Rosters and insurance
(A) All
teams must submit a team roster in the approved form to the
Commissioner prior to the first scheduled
season opening game.
(B) Any team that fails to submit a roster
will not be permitted to play and all games that are not played will be
forfeited.
(C) Rosters must be signed by all players in
a legible manner.
(D) Coaches may carry as many players on
their roster as they like during the regular season.
(E) When adding a player to the roster
managers must send a new roster with all required data.
(F) New players will not be eligible to play
until Bob Frustaci or Donna Puglisi is notified. The new roster must be received by the Commissioner,
within three days of the change.
(G) No player may be added to the roster
after July 1st.
(H) All teams should be insured during the
regular season.
2. Tournaments
(A) Teams will only be allowed to carry 18
players in the State Tournament.
(B) All managers and coaches must be
in uniform in the State Tournament.
(C) Tournament pairings will be announced
prior to the start of the tournament.
(D) All teams must present proper proof of
insurance to be eligible for the State Tournament. If that insurance is not presented, the team will not be
permitted to participate.
(E) Strict American League rules apply to
the State tournament. Please note that
there is no slide rule at home.
3. Reporting
scores
(A) The winning coach must call in
the game score within 24 hours after the
game is played to the league director.
(B) Any team failing to call in the score
within 72 hours of the game will be
considered a tie.
4. Rain
outs must be rescheduled within 5 days of the rain out. If the teams can not agree the league will
reschedule the game after being contacted.
If the game is not rescheduled within five days it will be recorded as a
double forfeit..
5. Playing
rules
(A) American League Rules apply with the
following additions:
(B) The
High School reentry
rule is in effect. A starter may
reenter a game one time only and must
take the same position in the batting order that he previously had. This includes the DH.
(C) A substitute who enters a game may not
reenter the game when removed from the game.
Starters may only reenter once.
(D) When a pitcher has been replaced as a
pitcher but stays in the game he may reenter the pitching position again.
(E) The "DH" designated hitter and
the "EH" extra hitter may be added in the teams batting order. As to the DH Major League Rule 6.10 applies.
As to the EH he may not enter the game
in a fielding position. When all
players have played in a fielding position, the "EH" may enter the
game only on an injury. The
"EH" must remain in the same position in the batting order and when
the injured players time at bat appears the team will be charged with an out.
(F) All rule changes must have the approval
of the NJABC Executive Board.
(G) In the State Tournament, the American
League Rules will apply and there will be no reentry or EH.
(H) All players must play or appear in at
least (3) three games to be eligible to play in the State Tournament.
(I) The high school sliding rule will be in
Effect in all pre tournament games. It
remains the Umpire's call to make.
(J)
The speed up rule for
the catcher only with 2 outs may be
used. The last out runs
6. Umpire
rules
(A) Cancellations - To cancel a 6 p.m. game
because of weather conditions, the umpire must be called by 5 p.m. To cancel an 8 p.m. game, the umpires must
be called by 7 p.m. If the umpires are
not called by that time, a $15.00 traveling fee will be accessed. Bob
Henry 973-728-3405 is to be called for all cancellations.
(B) Umpires will be paid $50.00 per game,
per umpire at the start of the game. If
the umpires are not paid at that start of the game, they will not umpire the
game. Each team is responsible for
paying for one umpire.
(C) If only one umpire shows up, that umpire
should only be paid $75.00. No double fee should be accessed. Also,
please report the fact that only one umpire showed to Bob Henry.
(D) If only one umpire starts the game and
the second umpire shows up more than one half hour after the start time of the
game, you are not to pay the umpire.
(E) If no umpire show up for a properly
scheduled game, contact your league commissioner and Bob Henry immediately.
(F) If a team drops out at any point in the
season, they will be responsible for paying the umpire fees for any game
scheduled to the following Sunday. This
will come from the team’s forfeit fee.
(G) If there is a forfeit, the team
receiving the forfeit must call the league commissioner and Bob Henry. The forfeiting team will then have the
umpire’s costs deducted from their forfeit fee.
(H) All changes must be made before the
schedules become official. Changes made more than 48 hours before the scheduled
date will be charged no fee but must secure and pay their own umpires. Changes
made less than 48 hours before the scheduled date, the team responsible must
pay the canceled umpires fee as well as securing and paying for their own
umpires. The fee will come from their forfeit fee.
7. Team
Uniforms
(A) All teams must be fully uniformed for
regular season and tournament play.
Full uniform includes matching jerseys, pants, stirrups and hats.
(B) All uniforms must bear numbers on either
the front or back or both. No player
without a numbered jersey will be permitted to appear in a game.
(C) Failure to comply with the uniform rules
in the regular season or tournament play, could result in forfeiture or
suspension of the manager and/or players.
8. Team
sportsmanship
(A) No ragging or fighting by players or
coaches is permitted.
(B) No equipment or other objects shall be
thrown.
(C) Umpires shall not be subject to verbal
or physical abuse from players, coaches or spectators.
(D) Violation of any or all of the above can result in ejection, forfeit and or suspension of the player, coach, team or spectator. This is up to the sole discretion of the umpire at the game and the Commissioner after the game.
